I've had dahlia's for a long time and I would not recommend watering it during the winter, the drier the better. Here, our dahlia bulb companies encourage the digging up of tubers and then storing them in burlap and in a box of sawdust (as an example) to keep them from rotting, as that is the biggest concern. I lost my tubers last year as we had a long, hard freeze, but otherwise, I have been quite successful just leaving them in the ground where the soil is well draining. The animals still dig up along the ends and sides of the beds sometimes. Especially the squirrels as they are burying things right now.
